Foreword
The 6th International Conference of Sustainability, Accountability, and Eco-Affordability for Large Structures (SAELS) will be held at the Chongqing University, Chongqing, China from October 17 to 20, 2011. Abstracts are now being accepted for possible presentation and the submission of full papers.
The main theme of ICSAELS 2011 is to provide a comprehensive global forum for researchers and practitioners to present their latest findings and thoughts that are relevant to the scientific and/or social challenges of the 21st century. They may include environmental issues, ecological vulnerability, disaster prevention, effective use of resources, energy efficiencies, and related topics. To this end, the spirit of globalization is an important aspects of this total objective.

Aim
According to the Intergovernmental Panel on Climate Change (IPCC), global warming has been on the rise since the 1980s, if not earlier. Evidence from the temperature data has been under scrutiny whether this is just a natural or man-made phenomenon. Climate changes, however, have been identified as the culprit that has been attributing to green house gases (GHG) and led-to-believe disasters, the mitigation of which is one of the main concerns of this international conference.
Scope
¨ Environment protection policies of America, China, Europe, India, Japan,…, Russia,… and those of IPCC.
¨ Climate changes due to global warming and/or cooling.
¨ Data interpretation due to climate changes associated with hurricane, earthquake, flood, draught, harvest and other potential disasters.
¨ Method for mitigating GHG emissions and storing captured carbon (SCC)
¨ Efficiencies of renewable and dissipated energy systems such as solar, wind, hydraulic, etc., and airplane, car, ship etc., in addition to building, bridge, road etc..
¨ Assessment of total global energy loss and efficiency depends on summing local consumptions in a common base.
¨ Environment affected by energy generation and/or dissipation.
¨ Economical and cultural issues concerning national and global environmental policies.
Conference venue:
Chongqing is a major city in southwestern China. Administratively, it is one of the People's Republic of China's four provincial-level direct-controlled municipalities, and the only such municipality in western China. The municipality was created on 14 March 1997, succeeding the sub-provincial city administration that was part of Sichuan Province. In 2007, the municipality of Chongqing had a population of 31.4423 million. It has jurisdiction over 19 districts, 17 counties, and four autonomous counties.
The municipal abbreviation, Yú (渝), was approved by the State Council on 18 April 1997. Chongqing was also a municipality of the Republic of China administration, serving as its wartime capital during the Second Sino-Japanese War. Its abbreviated name is derived from the old name of a part of the Jialing River that runs through Chongqing and feeds the Yangtze River.

Publication in (EI and SCI) Journals
Those who wish have their papers reviewed and published in EI and SCI indexed journals, please submit an extended length paper of about 8-10 journal printed pages for IJTSE and 15-20 for TAFM to the Editor-in-Chief of: International J of Terraspace Science and Engineering (IJTSE) and International J of Theoretical and Applied Fracture Mechanics (TAFM)

Invited lectures and papers:
Key-note lectures and invited papers will provide critical assessment of the current understanding of climate changes and global warming that are affecting the environment.
The local and global effects should be distinguished since global warming can add to the aggravation of certain regions of the human habitat, even though the global fluctuations may be regarded as a natural phenomenon..
Organized Sessions will be devoted to the presentation and discussion of contributed papers. All accepted papers will be published in the Proceedings of the ICSAELS 2011 Conference.
